This manual provides detailed operational procedures and guidelines to support the NDA in its lead role in engaging with the GCF. Besides the GCF background information, the manual offers tools and templates, as well as guidance on relevant processes.
Our work is focused on Sections 4-7 of the GCF’s accreditation standards and requirements, as shown on the DAP system (fiduciary management, environmental and social safeguards (ESS) and gender) and our scope does not include the assessment of gaps in sections 1-3 (background information on the entity).

This relates to all procurement activities relating to capital and operating expenditure unless departure from the policy is expressly authorised by cabinet for reasons outlined in the policy. It covers all business processes linked to purchasing goods and services used by government and in relation to its engagements with the private sector.
