This manual provides detailed operational procedures and guidelines to support the NDA in its lead role in engaging with the GCF. Besides the GCF background information, the manual offers tools and templates, as well as guidance on relevant processes.
This document presents investment options with the Green Climate Fund. It has been designed not to be a stand-alone document but to consolidate and use existing Niue climate change related policies and sector plans to develop a framework to enable Niue to engage effectively with the Green Climate Fund. Sectors prioritized for GCF intervention, including food security, water security, tourism, health, energy, transport, solid waste and climate-resilient infrastructure are summarized.
The Readiness Needs Assessment identifies challenges and needs in Niue. It also facilitates the strategic planning of Readiness Programs providing most up to date synthesis of outstanding gaps and needs, access to multi-year Readiness funding and the basis for the long-term Readiness Action Plan.

The purpose of this report is to articulate and assess the WASH needs associated with relocating vulnerable groups from coastal areas to the upper terrace. The purpose of the NFWCOS for Niue is to provide a strategic direction and appropriate actions for the Niue Meteorological Services (NMS) and other key national stakeholders to improve weather, water, climate and ocean services in Niue for the next 5 years. Based on the current services provided by the NMS, the Framework outlines the action plan to support the capacity development to address identified gaps and needs.
The Niue Strategic Energy Road Map (NiSERM) 2015 – 2025 builds upon the 2005 Niue Energy Policy (NEP) and the Niue National Strategic Plan (NNSP) 2014 – 2019 and aligned to current national, regional and international emerging issues relating to the energy sector.
This is the first National Infrastructure Investment Plan (NIIP) for Niue, covering the period to 2030. This NIIP sets out the priorities for infrastructure investment, based upon a strategic review of priorities, aimed at supporting economic and social development objectives.

The objective of the procurement policy is to ensure that well informed purchase decisions are made on behalf of government. This relates to all procurement activities relating to capital and operating expenditure unless departure from the policy is expressly authorised by cabinet for reasons outlined in the policy. It covers all business processes linked to purchasing goods and services used by government and in relation to its engagements with the private sector.
The private sector has been the main driver of economic development in Niue over the last 8 years and is now the largest component of the Niue economy. The key contributor to private sector led development is tourism which is underpinned by Niue’s pristine natural environment as well as strong culture (Tãoga Niue). To a much lesser degree, agriculture is also a key contributor.
The assessment took the form of desktop review, in-country face-to-face consultations with internal and external stakeholders during a mission to Niue in March 2020, and online consultations following the mission. A qualitative assessment was developed and a roadmap to strengthen the capacity of the PMCU and the Government of Niue to implement projects was formed, in alignment with the Niue National Strategic Plan 2016 – 2026 (NSP) and in the context of ongoing reforms in the Government of Niue with the Digitisation Strategy and Public Financial Management Reform.
An Environment Impact Assessment (EIA) is a tool for sustainable development. It identifies mitigation measures to enhance positive impacts and to avoid or minimize negative impacts. An EIA is a participatory process in that it involves the applicant, government and other relevant stakeholders (customary landowners, civil society organizations, industry groups and local businesses).
